Municipal Parking Permits.


    Virtual Permits

We now have virtual permits instead of the vinyl ones that hang on your mirror. They will be available for purchase starting in mid-December, and they went into effect January 2nd, 2024. You are welcome to create them on our Citizen's Connect Portal website. You will be able to create an account and username there, then create, edit, renew, add and change license plates, vehicle information, etc.

4th Quarter Virtual Permits have now become activated on our website, listed above!

(Residential (vinyl hanging) Permits have taken effect for the July 1st, 2024 - June 30th, 2025 current Residential year. )

All permit holders must pull into parking spaces in the deck or lot, so that the plate is scannable from a car or on foot. What that means to each permit holder is that they MAY NOT BACK INTO a parking space. Failure to do so will void your Municipal Permit.

The Pottsville Parking Authority accepts cash, check, money order or credit/debit payments for permits.**
** Please note there is a $2.50 surcharge fee for all permit payments made via credit/debit. There is no additional fee for credit card payments for parking tickets paid at our office.

Residential Parking Permits.


The NEW 2024 - 2025 Residential Permit Applications are here!  The permits go into effect starting July 1st, 2024 through June 30th, 2025 and are $50.00.

One vehicle on street permit per residence ONLY, unless authorized prior to the 2022/2023 permit year. A scan of the front of your driver's license is also required.

Residents within areas containing meters, designated as residential permit areas may apply for a yearly residential parking permit.

We have teamed with ParkMobile to provide a convenient way to park in Pottsville!

Or, if you prefer, here are step by step instructions on use, after you install the app:
  1. Please make sure that you enable both "Location Services" (GPS Coordinates) and also Notifications. (At 15 minutes remaining on your parking session, it gives you notification, in case you need to add more time with a 1 touch button.)
  2. Either "Sign In" to an existing account, or "Sign Up" for a new account, (and then go to your email and confirm your address with the app.)
  3. Once confirmed, "Add Vehicle", by adding your license plate, state, and if you want this to be your "Default Vehicle" that you use most often.

Pay Parking Tickets


The Parking Authority accepts payments in person during weekdays via cash, check, money order or debit/credit card.

Payments can be mailed: to Pottsville Parking Authority, PO Box 1386, Pottsville, PA 17901.

You may also pay tickets that were placed under the windshield wiper by phone at (570) 261 - 8117 or by using the link below.

*** NOTE: Tickets that are place under the windshield wiper of the vehicle: payments made online or via phone are subject to a $3.00 surcharge fee. 

Unpaid parking tickets will result in a citation from the court after 29 1/2 days.

If you have received a ticket by mail, one of the new "SafetyStick" tickets, you may either pay it online at their website, listed here:

Or, you may pay by phone, calling the Pottsville Parking Authority's Office directly @ (570) - 628 - 9184. There will be a $2.50 credit card fee for each SafetyStick credit card payment over the phone.

You must include the ticket number and the license plate number for proper credit.
 

Municipal Lot FAQ - Frequently Asked Questions.


  • Park at your own risk. Parking Authority is not responsible for theft or damage to your vehicle.
  • All Permits are sold on a first-come, first-served, and space-available basis.
  • Parking at Municipal Lots is on a first-come, space-available basis.
  • The annual parking rate is set as of January 1st and is good January through December.
  • All permits expire on December 31st of each calendar year.
  • Permits are invoiced and paid on a 3-month, 6-month or 12-month basis (January – December)
    • Rates do not include a non-refundable Admin Fee of $5.00 with each billing cycle.
    • If Payments are not received by the payment date, the current expiring permit will be disabled, ticket violations will be issued.
    • Patrons are entitled to a prorated, un-used full-month refund, in the event of early cancellation.
  • Permit ownership is not transferrable and is registered to a specific vehicle(s).
  • The vehicle on which the permit is displayed must be registered with the Pottsville Parking Authority.
  • Parking enforcement hours and violations are per City ordinance and are subject to change. Currently enforcement hours are from 8AM – 5PM, Monday through Friday.
  • Commuters can share the cost of a parking permit. One-person purchases and is responsible for the permit, which can then be switched among vehicles registered with the Pottsville Parking Authority. Please note that while commuters can share the permit with their peers, permit ownership is not transferable.

Residential Parking Permit Guidelines:

Please read the following guidelines carefully. Only one residential permit is allowed per household. All residents who either rent or own a dwelling within the Residential Parking Area are eligible for the Residential Parking Program. See Residential Parking Areas defined, on the reverse side of this sheet.

The following documents are required at the time of purchase of a Residential Parking Permit. No Residential Parking Permits can be issued without this information.

RESIDENTIAL PARKING PERMIT RATE SCHEDULE FOR 2024 - 2025

July 1st, 2024 through June 30th, 2025 - ALL RESIDENTIAL PARKING AREAS $50.00 per year

RESIDENTIAL PARKING AREAS

    1. Proof of Residency: The Parking Permit is for a specific Residential Parking Area (Area A, B, C, D, E or H) and is registered to your vehicle. Residential Parking Areas are geographically identified, and the Residential Parking Permit identifies the parking area (Area A, B, C, D, E or H) that you are permitted to park in. Acceptable documents include: (Documents must indicate address for which the Residential Parking Permit will be issued.)
      • Current lease with name and address on document
      • Current utility bill with your name and address on the document
      • Notarized letter from landlord with name and address on the document
    2. Proof of Vehicle Ownership, Acceptable documents include:
      • Current car registration listed at the address and in the name for which the Residential Parking Permit will be issued.
      • If your car is registered in a relative's name other than your own, you will need a notarized letter from the owner, advising your name and relationship and stating that you have exclusive use of the vehicle.
    3. Valid Driver's License
      • A valid Driver's License or Learner's Permit is required, but not accepted as proof of Residency.
    4. Payment for the Residential Parking Permit
      • Payment of $50 (cash or check to the Pottsville Parking Authority) is due on the issuance of the Residential Parking Permit. The Residential Parking Permit is not prorated. The Residential Parking Permit is valid until June 30, 2025. Residential Parking Permits are renewed annually upon presentation of satisfactory documentation. Payment is not refundable. You will receive a Residential Parking Permit upon receipt of payment.
    5. Placement of Residential Parking Permit
      • Residential Parking Permit must be properly displayed from the rear-view mirror of the vehicle. Improper placement of the Parking Permit will result in a parking citation.
    6. Other applicable guidelines
      • No vehicle, as identified by a Residential Parking Permit, is exempt from any handicapped parking, snow emergency, city enforced parking restrictions, street cleaning, and any and all other applicable safety provisions. Should such vehicle be found in violation of the aforementioned guidelines, a citation will be issued.
      • If the vehicle is sold or transferred, the Residential Parking Permit can be transferred to your new vehicle, upon notification to the Parking Authority and updating your file with your new vehicle information.

    • Area ‘D’
      • 300, 400, & 500 blocks of West Norwegian Street
      • 300, 400, & 500 blocks of Mahantongo Street
      • Unit block of South Fifth Street
    • Area ‘E’
      • 200 & 300 blocks of South Centre Street

    • Area ‘H’

If you live in a 100 or 200 block not included in these Residential areas, you may be eligible for a discounted rate in our Garfield lot. Please call or email our office to discuss.
